Sure, you have 51mm deck armor, but your superstructure is the size of a small city and only has 19mm. Most damning of all, however, is that the Vermont is the single largest target in the game. Vermont moves 7 knots slower than Montana, has a 10 seconds longer base reload, has a citadel that sits ever-so-slightly above the waterline (as opposed to Monty's which is right at the waterline), has the worst secondaries of any T10 battleship in the game (Montana not only has more secondaries with the same range, they reload 2 seconds faster and have nearly double the fire chance), and lacks the improved heal that the Montana possesses. While Vermont has one significant advantage (the same number of guns but of a larger caliber), you lose out on literally everything else to gain that advantage.
Overall, Montana is by far a better ship.
